Internet only works in safe mode

Just reinstalled windows xp pro and my net dosn’t work in normall mode on in safe mode. I read other stuff on the net about spyware being the problem but its fresh installed so that can’t be it. i dont have to conflicting av or firewalls either. I tryed deleted winsoc ect from regedit and resinstalling. Ive tryed repairing the connection and reinstallin the device still no luck help please.
