intranet connection issues

Hello,
I designed an intranet website for my company’s use. On the local

machine, I connect using – http://localhost//intranet.com/index.htm,

while from client machine I connect using

http://10.0.0.2/intranet.com/index.htm.
Where
10.0.0.2 is the ip address of the machine hosting the site
intranet.com is the name of the site rnning on Windows 2000 server

sp4.
However, when i try to connect to this site from win xp clients machine, i

observe that the connection is not stable. Atimes i am able to connect.

At othet time i am unable (as at now, i am unable to connect to the host)

On the machine hosting the site, I open the IIS manager to see the

status of the websites running and observed a stop at the front of

intranet. That is; intranet(stopped). However, even with this, the

connection is still intermittent! If i now do http://10.0.0.2
I will get this site is under construction.
Please, I want to know what’s wrong and need to be done to sort this out asap.

secondly, i want to know how to setup DNS for the site so that users

would only type http://intranet.com/index.htm as against typing

http://10.0.0.2/intranet.com/index.htm.

NB: I have an internal domain setup with domain name – internal.
