Invalid drive specification

After a sever thunderstorm, my brother cannot boot up his PC without a boot disk and when he drives to access c:, he gets the error, "invalid drive specification". How can he go about fixing this?

1)First start by opening the Bios Control panel and resetting the drive configuration to boot from drive you access to boot
2)Check the Device Manager and see if their are any yellow exclamation at the hard drive or controller lines,if so reinstall them
3)Using a Startup Boot Disk,insert in floppy and boot computer,when screen appears,select to boot without CD-Rom support,this will install the files back to your system,when process finishes,remove disk and reboot.
