Invalid Page fault in Win 98 SE#

I am trying to get Preplogic's A+ hardware practice test to work on an old PC:
200 MHz Pentium
64 MB ram]
13 GB HD

I get the following message when try to start the program:

While I'm not personally familiar with that app do you have enough system resources to actually run it? That error message looks as if there is a lack of RAM available to run the app and it is failing. That could be either physical RAM or your SWAP FILE which may be too small for the application to run particularly if you are running low on HDD space the Swap File could be limited in its ability to open up and accommodate the extra space required. Or it could be set to a custom size which isn't big enough for the app to run correctly if that's the case just altering the Swap File to allow Windows to manage it should cure your problem.

Thanks for the suggestion.
Good news though, I was able to get the program to run last night by running msconfig, choosing selective startup and by processing only the config.sys, and win.ini files, the program ran.

I also took out most of the startup items in the system tray through msconfig. Appreciate your suggestion, I think I will partition the drive into 2 drives.
