IOS: windows protection error

i am trying to load windows 95 onto a brand new computer and everything we are trying to do to get windows to start ends up in an error: While initiating device IOS: windows protection error. you need to restart your computer. are there any suggestions on what to do when there is no win.ini or system.ini file to try to fix?
