Is there any way to release and renew an IP address on a MAC without restarting.

You do not have to restart a Mac when you change the IP address as it will automatically start using the new IP when you enter and save it.

This seems to be very dependent on the version of Open Transport installed on the Mac (and the OS version). For a discussion, go to kbase.info.apple.com and search on DHCP release.

You should be able to go to the TCP/IP control panel, the switch from DHCP to manual, close the control panel and save the preferences (therefore releasing your DHCP lease). Then go back into the TCP/IP control panel and switch back to DHCP. No reboot required.
