IP Route?

Chasing my tail today with folks in a branch office having network slowness, then I was told a consultant made changes to the procurve with the vlans. I didn't see a problem there looking at the config although I am no expert but it looked like he created two more vlans but they were disabled. The three vlan's I was firmiliar with were there and still enabled, so I did not think this could be the problem. Then as I scanned through the config the routing table just doesn't look right, like I said I am no expert that's why others were adding vlans. Here is the routing table

ip route 0.0.0.0 0.0.0.0 10.20.0.66
ip route 10.2.1.0 255.255.255.0 10.1.0.1
ip route 10.2.1.0 255.255.255.0 10.23.0.2
ip route 10.10.0.0 255.255.0.0 10.20.0.66
ip route 10.13.0.0 255.255.0.0 10.23.0.2
ip route 10.20.0.0 255.255.0.0 vlan 1
ip route 10.21.0.0 255.255.0.0 vlan 1
ip route 10.23.0.0 255.255.0.0 vlan 8

So why have two default gateways for the same subnet? Keep in mind both of the gateways are really the same procurve device.
