Need some additional information.

Why do you want / need to change a device IRQ?

And, what specific device do you wish to change the IRQ on?

Windows XP assigns 1 IRQ to a number of devices.
XP handles IRQ sharing much better than Windows 98 or Me did.

If you are having a specific problem, please detail the problem. There is likely another fix other than changing resource assignments.

If you have software that looks for a device at a specific IRQ, the first thing to do is check for an updated version or patch for the software.

You really can't do that in XP like you could in 98. Read why:

OK, so you fixed your problem by reloading XP.

As stated, you cannot manually assign resources in XP.

Out of curiosity, what was your original problem?

We might have been able to help you correct that problem without going through all the work of reloading XP.

Anyway, out of general courtesy, please CLOSE your question!!!!
