is Norton360 Scareware?

consider this everytime that norton 360 2006 and newer is uninstalled, the internet gets disabled by proxy tricking you into thinking your computer is infected. Prompting my users to reinstall norton. is this scareware or just good engineering?

I haven't uninstalled Norton in Years (I don't use it anymore It became too bloated and make my system S...L...O...W) If it is, then I'd be one VERY unhappy customer. Is it actually redirecting the requests to a local webpage stating that you are infected? If so, then that is just plain wrong.

from my experience so far is that is set the proxy to go nowhere, just disables the internet. i have gotten a few calls due to this, i no longer charge customers for this situation.
