Is Web based messaging secure?

We are using Ex. Ser. 5.5 in a NT 4.0 Enterprise LAN enviornment. It is also our Proxy and DHCP server. We are a state gov. agency with 250 users who consantly move within the LAN and also are dialing in through laptops and I would like to know how to migrate to Web based messaging and if it is secure?
