Is Windows USB logon for inhouse Internet point a valid solution

I'm considering this option for registered people who want to use our PC internet and study PC room.

the request is to track each user logon time, activity and grant printing and file saving permissions.
Infrastructure:
I have a IT PC network controlled by Windows server 2003 R2 and a Pc room with 10x HP desktop with Windows XP Professional and net printer.
The request is to grant all the registered staff and guest a USB drive stored windows logon to to grantthe permissions to access and use the computers for study, internet and limited printing and/or storing of files.

Please suggest which software or solution do you use for this kind of application and logon.
