Isa 2004 not prompting for passwords

background info, we have ISA 2004 server and it is fairly locked down. In the past when we had Isa 2000 when a domain user would logon to the network they would only have access to a predetermined set of urls, if they requested a page that was not on the list they would be prompted for a username and password of an account that had full internet access. Since upgrading to 2004 it just blocks access to the requested site but never asks for a username and password. This is an important feature for us because we have groups of users that are required to logon with a generic username and password but a number of those users require full internet access so the only way they can do that currently is logoff the computer and logon with there own username and passwords. Any thoughts as to how we can get ISA 2004 to prompt for a username and password when someone tries to access a url that is not on our preconfigured list as opposed to just denying access.
