    issue! when using OBS my CPU Clock goes from 3.6 to 1.0 how do I fix this?

    So whenever I start up my OBS for my stream my clock speed goes 3.60 Ghz to under 1.0 Ghz. Now it isn’t thermal throttling or using more than 70% CPU Usage. It never used to do this until recently. If anyone can tell me how to fix it I would appreciate it.
    PC Specs:
    CPU: i7 4700MQ @2.40 Ghz turbo 3.40 Ghz
    GPU: Nvidia Geforce GT 745M
    RAM: 8GB LDDR3 733Mhz

    Laptop: Toshiba Satellite P50-A
