Issues Accessing GPO

Hey

I have a WIN2K environment with 2 domain controllers. One of the domain controllers is going to be decomissoned soon.

On the PDC, whenever I go to Start, Programs, Administrative Tools, Domain Controller Policy or Domain Security Policy I receive the following error message "Failed to open the Group Policy Object. You may not have appropriate permissions. The system cannot find the path specified."

When I navigate to c:\WINNT\SYSVOL\SYSVOL\DOMAIN NAME\

No changes were made to the domain controllers Group Policy. Upon checking the FRS event log on one of the servers I noticed the servers werent replicating. This issue has now been resolved based on article at Event ID - Gary Wilson contribution found here http://www.eventid.net/display.asp?eventid=13552&eventno=571&source=NtFrs&phase=1.

There is no policies nor scripts folder. How do I get back these folders and return the SYSVOL folder to its correct state.
