If these are school questions for courses you are taking, I suggest you read the management material. If not and you really want some answers, can you provide more information on what you would like to know. The questions you have posed are essay questions that could take a lot of time to answer.

No way to keep this short, I won't try.

The primary way that IT can help an orgaisation is to align IT goals with business goals, IT deliverables with business deliverables. Tech MUST only embrace those solutions that facilitate business and business must understand that IT is seeking to do this.

The IT manager must be knowledgeable about IT from a variety of perspectives and equally understanding of business and business drivers. The manager has to stand with one foot in IT and one in business. Very difficult.

The IT manager also needs to have a strong "people skillset" and use it. These are real people whether they are on the business or IT side. Teh manager must know hoe to deal with the wide variety of personality types and mold them into an effective team unit.

The critical success factor is if the IT manager has delivered on time and in budget, defined the stategic plan and communicated it well, adhered to that plan, developed strong teams that deliver results and finally- remains human.
