With all hug investment into IT the organizations complaining that they are not achieving any tangible return from IT investment

what IT strategic alignment means and its components?!!

Shall CIO?s consider aligning IT strategy with business strategies or shall IT strategies be intergraded into Business Strategies?

Why and why not?
