items in start up menu

In Fig B of the item"Tuning up windows 98: nine tips that are often overlooked"
the right column does not show a folder called programs. when i looked into mine, there is a folder called programs. does this mean that every thing in the programs folder starts up when windows starts up, if so how do i stop this from happening??

No,I donot think that is the case,the folder contains all .EXE programs on your machine,but they will not be listed in the start-up folder.
Too view what programs are loaded at startup,click Start-->Programs,in the list look for Startup and select,a cascading menu will appear to show you what programs are loading at startup,to modify this menu click Start-->Run,type in MSCONFIG,and click OK button,a window should open,click on the Startup tab,these are the programs loaded during startup,be careful when you modify by clicking on the box to uncheck the box of programs that you donot want to load at boot.

No, Things that start on bootup are usually found in start / programs / startup.
To stop these from starting up, all you have to do, is right click and delete them.
But not all of your programs as you will not be able to start them, when you wish to use them.
