Do the iusr and iwam accounts need rights to the following:

-access this computer from the network
-logon locally

the servers are IIS, Terminal Server, and SQL.

A broad general yes or no answer here doesn't work. An answer depends upon your network IIS setup, what you allow as far as web access both internally and publically, and how you want IIS to work. OWA has issues if you disable the IUser account logon locally for OWA to mail on a intranet however you might not run OWA on a intranet for user access to mail so disabling that feature wouldn't be a problem.
