Join existing remote site

When installing Exchange 5.5 into an existing remote site the following error message is displayed:
"A connection could not be made to the remote directory service, possibly due to a network failure. Be sure both directory services are running andthat your network is available and running and then try again.
Microsoft Exchange Setup Error: c1030b11 "

The MS knowledgebase suggests to review all issues concerning network connectivity which has proved not to be the issue. Exch Administrator can be started and modify the remote site as well a establishing a drive mapping. Does this error indicate that the remote Exchange server is not configured for allowing a new server to join. This error was also reported by the sys admin in the remote site trying to setup a local test server which appears to eliminate the WAN.
Suggestions?

If connectivity is OK (and it sounds like it is), the only other cause for this message I know of is that you are not logged on the system with an account that has Exchange admin permissions.

I have had the same problem with a exchange 5.5 server but these were in the same comms room on the same switch with all the permissions to containers set up identically. Even though the 1st server had been set up by a contractor who was supposedly an expert with exchange I could never get another server to join the site.
The way round it I found was to create a 2nd server with the same Organisation name but with a new site name and then create directory replicators and site connectors to replicate the information across use Exmerge to pull off the mailboxes, Export the directory details and then rehome everything and set Exchange up the way it should have been. set up the user profiles (Newprof or Modprof see MS KB) This then gave mea clean server to join to. This new server now does not have a problem with site joining so there must be a way ( Accidentaly or Not) of inhibiting site joining. The solution is a bit involved but at least you start with a clean sheet
