Join existing remote site

When installing Exchange 5.5 into an existing remote site the following error message is displayed:
“A connection could not be made to the remote directory service, possibly due to a network failure. Be sure both directory services are running andthat your network is available and running and then try again.
Microsoft Exchange Setup Error: c1030b11 ”

The MS knowledgebase suggests to review all issues concerning network connectivity which has proved not to be the issue. Exch Administrator can be started and modify the remote site as well a establishing a drive mapping. Does this error indicate that the remote Exchange server is not configured for allowing a new server to join. This error was also reported by the sys admin in the remote site trying to setup a local test server which appears to eliminate the WAN.
