Joining an old BDC to a Win2k Server PDC

I have upgraded my PDC, and now i have upgraded the BDC, but i cannot make it a Domain Controller. Everytime i login as either the Admin on the local computer or into the domain, i can't get it to join. I constantly get the same error: Failed to modify the necessary properties for account <servername>
Access is denied.
I'm using the Administrator account, so what account has more priveliges than that??? Is there an account i should be creating to do this specifc task?

TechNet Article I Q232070 lists the error as a problem with the "Delegation Privilege" right. You need to make sure the account you are logging on with on the 2nd machine has this right. The article tells you how to check and assign the right to the right account.
