Which software do you use to view the jpegs?
If the output of the display card and the monitor is O.K. during viewing other things such as text, icons on the desktop, you have to check the software and check the jpeg files on another computer.

It sounds like either your color depth/resolution is too low or your video driver isn't working correctly. To start, right click on any open area of the Windows Desktop, select properties and go to the Settings tab. I believe you'll find your color depth set at either 16-color or 256-color. Try raising that to at least 16-bit (High color). You may need to reboot your computer for it to take effect. Is 16-bit color an option? If not, you'll need to reinstall your video driver. Assuming you can raise your color depth, you may want to also raise the resolution of Windows (Desktop area) from 640X480 to 800X600 or 1024X768, depending on your video card and monitor.

Do you found this problem when you are browsing?
If it is yes, then the memory is low because you use a lot of pictures.
If you visit the same site again with only one browser windows is opened, then you can see whether it has a problem. If it does not, then it is memory.

If when you are using a software, check it again. If it persists; then re-install the program.
