If you are running Norton AntiVirus goto Options-Script Blocking-Disable. Hope this helps. Worked for me on Kernel32.DLL errors

I tried disabling Script blocking,in which it changed the error code from Kernal32.dll error to Filename:VMCPD(01)+0000061C Error:OD:C00582C8. Thank you, keep trying.

Antivirus programs are notorious for messing with network components (whether or not you’re acutally on a network). I would try uninstalling Norton, and if that clears up the problem either go to McAfee or another, or contact Norton to see if they have a fix. Once you can show it’s their product, their tech support should be expected to help you out.
