Keyboard and mouse win 98 start-up

I'm running win98 and my computer and keyboard are not detected. Everytime I turn my computer on, the mouse pointer appears but I cannot move it nor will the computer finish booting up, it freezes. By the way, I cannot get it to safe mode either.

Does the keyboard function to enter BIOS setup?
Or, if you boot from a floppy?

If it does not function at all, the PS/2 port on the motherboard may have failed.

This often happens if either the keyboard or mouse are un-plugged, or plugged in with the computer on.

It is possible that either the mouse or keyboard themselves are bad.
If you can borrow another set to swap, you can verify if the problem is the keyboard or mouse, or the motherboard.

If you can use the keyboard to enter BIOS setup, or from a boot floppy, then you have a driver issue, or corrupt Windows file.
In this case, boot from a W98 startup disk, insert your W98 CD, and run setup.

Make sure to have Windows install to the same folder it is in (C:\Windows)
By default, the installer will see the existing W98 installation, and ask to install to a new folder.
