Keyboard does work

I installed a PS2 KB with hot keys. Had to unload the Touch Manager software. Computer rebooted to Windows 2000 pro asking for the normal password. Tried to type it and keyboard would not respond (it was working prior to removing the Touch Manager software). Tried another generic PS2 KB, no good. Tried emergency boot, KB works to access emergency data. So I rebooted to windows, same problem. Tried to access computer by booting off of windows 200 CD, but system states “setup” cannot be run from dos. I am at my wits end and do not want to do a virgin install. Any ideas, please!
