Keyboard Locked to US Setting

Hi, I hope there is someone out there who can answer this question that is really beginning to bug me! I have been setting up a reconditioned desktop for a friend and have found it impossible to change the keyboard settings from US to UK. I have of course done the obvious, gone into Control Panel, Regional and Language Options and selected English (United Kingdom) and clicked apply but although that works OK on date format, time and currency etc the keyboard (a standard one) stays stubbornly in US with the keys in a different position from that we use here. Do I need a new driver and if so, where would I get it? Or is there any other workaround? Hope someone can help while I still have some hair left…
