kEYBOARD NOT RECOGNIZED BY PC

I have a very strange problem I hope some tech savy person can help me
with. i have packard belll it has a password to open windows. my
keyboard will not work, and the ports for it seem to be not working
either.my usb port works (mouse is able to use it) but when i plug
keyboard into it won’t work. Can’t type in password because keyboard
won’t work… I tried my keyboard (i bough a brand new keyboard) but it
wouldn’t work….Any help would be greatly
appreciated…..thanx
