Keyboard settings get lost

Does anyone know why my keyboard settings would change by themselves on my laptop computer? I go into Control Panel\Keyboard and set the Repeat delay and Repeat rate, click on Apply and it works for a while and then all of a sudden the settings get changed back. So far I have noticed this just while working in Emails with Outlook 2000. Could it be Outlook changing the settings somehow?
