Can cat5 still be used in a LAN with a 250 ft length. That will have 50 users on a windows platform accessing the internet sending and receiving information through a 100m switch.

You can use whatever you want; you can run Cat3 if you want, but what do you want to get out of it?

Cat5 is rated for 100mb over a 100meter run
Cat5e is rated for 1gb over a 100meter run

It doesn't make much sense to run Cat5 today, as you're limiting your network to 100mb. With Cat5e cable and jacks, etc. at around the same material price, and the prices of gigabit switches/nics tumbling, I wouldn't suggest using less than Cat5e -- you'll have a gigabit capable infrastructure instead of limiting yourself to 100mb out of the gate.
