Laptop not turning on.

I’m trying to repair an old laptop. It doesn’t turn on.
When I connect the power supply to A/C current (without connecting to the laptop) the power supply LED turns on with a steady light. When I then connect the power supply to the laptop the power supply LED begins to blink. I suspect a short circuit. I took apart the laptop and found that one of the microprocessors fans doesn’t turn by hand, I think this is the bad component.

Do you think my guess regarding the power supply LED is sound?

Where may I buy a replacement fan?

Do you think I should replace the bad fan or all the fans at once?

Where may I get the Service manual for this laptop?
