Laptop won’t boot with startup disk

How do I get my laptop into safe mode when the startup disk won’t boot my computer? I get an option to go into safe mode but all that comes up is a:>. When I try to locate windows on my c:> I get bad command or file name. Would a possible dead battery cause this problem even though the computer is plugged in? Any suggestions.
