Laptop won’t reboot

I have a Compaq NX 5000 with win xp,my problem is ,while the AC adapter is plugged in, I can shut down ,and reboot the laptop,but if I shut down the laptop ,and disconnect the AC adapter, then reconnect the AV adapter,the laptop won’t reboot,even with a fully charged battery installed, The only way I can get the laptop to reboot,is to disconnect the RTC battery for about an hour reconnect the RTC battery and the laptop will reboot,I have updated the latest Bios, all the latest drivers etc, Is it possible that if the RTC battery is faulty eg not charging
properly,could this be the cause of the problem,as the CMOS and Bios settings are lost,and is there a way to test the RTC battery,as I don’t want to pay out $100 for the RTC battery as HP only supply it with a kit.any suggestions much appreciated.
