Last Time File Accessed?

Looking at some older files that are on our NT 4.0 server, I have tried using the File Properties box to determine the last time the file was accessed. Unfortunately, it seems that the act of checking the properties, is counted as an access. Therefore, every time I check the last access time for a file it shows today’s date and time. Is there some kind of command-line tool that I can use to check the last access time, without changing it?
