Latitude Laptop 610 How to re-enable video card

I have a Dell Latitude 610 that I purchased used through work with the stipulation I remove and the operating system that the company had loaded on it. I removed the XP operating System and reloaded the Windows 2000 operating system. When I tried to change the display reslolution I found that I only had 16 colors available and the lowest resolution. In the process of trying to identify the problem I somehow managed to disable my video card. (ATI Mobility Radeon) Now i can access the machine. The machine will boot but when it gets to the point where Windows 2000 starts the Windows scree will appear and the progress bar will increment. then a screen appears that tells me "Video Driver Failed to Initialize" Dump Physical Memory to Disk" It will increment to 100 and then reboot and the process will start again.

I am sure the video car is fine but my question is how do I access it to re-intialize it? Can I remove it and reinstall it in the laptop?
