Laying the foundations for an IT department in my organization

Hi,

I have been recently hired as an IT consultant without prior experience nor knowledge.

I would like to seek help in identifying the needs of an organization, to plan for the future and fixing current issues with the IT peripherals within the organization.

The big question would be how and where do I begin?

Any advise would be greatly appreciated.
