Lease Line, ISP

Hi, I m Yash Arora working as n/w administrator in an ISP.
we have given the LEASE LINE connectivity of 64Kbps. but we are not getting proper o/p.
distance b/w our office and customer end is nearly 1 mile.we gave the lease line through DOT. i.e Deptt. of telecommunication. they have given us the DATA ckt. we have not connected any modem at the exchange end. ie in DOT. If we check the ping time without load then it is 22ms but when we open any website or download anything then ping time increases and it reaches upto 800 ms.
only on 2-3 PC's we get the downloading speed of 3 KB/sec. but when we use 10 computers then downloading speed decreases to 300-400 Bytes/sec. we are using CISCO routers at our end and Dlink router at user end.
son please help me to sort outr this problem.

It sounds like your line is bad and DOT needs to do some testing on it. It might be interesting to take a look at the interface on your router and see what it is reporting (use 'sh int S1/0' if the CSU is on the S1/0 serial interface).

You can also do a traceroute and see on what segment the biggest delay occurs. You might also find that the congestion is due to the exchange being over-subscribed (more bandwidth sold than is available).

To eliminate suspected problems with the line, have the isp run a loopback test on it. This test will resolve any questions with the line. I would think there are some settings in your router that are in error. This loopback test will indicate that.
