License for number of users of OS and DB

We are proposing a project using Windows server 2003 and Oracle 9i; the customer suggests Windows server 2003 standard edition with 5 users license; Oracle 9i standard edition with 10 users license.
What is the real limit of number of users in OS and DB? Will the 5 users conflict with the 10 users?

No, the 5 means 5 concurrent users accessing windows shares on the server eg file shares, printer shares.

10 user licenses means that upto 10 users can access Oracle concurrently at any one time.
