license Manager winnt4.0

Hi,
I have a windows nt4.0 server as my pdc…
Everytime I re-boot the server and I view the license manger, all the users that I have deleted in the past show up again and I have tried to delete also revoke the users. But still when I re-boot they come back. Is there anything I could do short of shutting the service down for the license manager. Is there maybe a spot in the registry where all the users are stored past and present…I’d rather not touch the registry..Any help would be appreciated..
