I am looking to buy multple desktops but need to be compliant with the licenses.. My thinking was to buy 1 copy of Windows 98 and multiple licenses. Is this correct

Take a look at Microsoft's Volume Licensing program.

Usually you only need to buy one media set and multiple licenses, so you would be correct.

As a side note, it may actually be cheaper to buy an OEM copy of W98 for each PC then to buy the individual licenses.

I have seen W98 OEM for under $75.

You can also find price breaks on multi-packs.
