liksys notebook adapter

Installed software and on reboot got “error starting program” message “MSVCRT is limited to missing export NTDLL.DLL RtcGetNtversion numbers”. Then got message to reinstall windows which I tried but still got same message. This is on W98se system. How can I fix this?
