Limit an Internet Kiosk to only 2 sites

I need to create an Internet kiosk for one of our plants at a remote location. The goal is to create a kiosk for employees w/o PC's or 'Net access. The kiosk should only allow connections to 2 sites. The employees using the kiosk should not be allowed to go anywhere else on the 'Net.

The Domain is Windows 2000. The kiosk will be W2k pro, connecting to MS Proxy Server 2.0.

Is there a way to do this w/ the tools I already have at my disposal (GPO's, Resource Kit, IEAK, etc.)? If not, what's your suggestion?

The best way to do this is usualy on the Gateway (or any other computer that Internet request must pass by). A lot of cable/dsl routers allow you to restrict web access to only a couple of sites.
The other way would be to have your clients connect to the Internet (thru IE Connection settings) using your Proxy Server, and restrict it on the Proxy Server. And lock down the computer so they can't change the proxy settings.

The proxy server is the Internet gateway for the web users. Non-local users are connected by frame relay to the subnet where the proxy is.
The suggestion to use the Proxy server to restrict the kiosk user to only 2 sites (while still allowing other users access to all sites) would be great. That's what my question is: how do I do that? If you know how, please let me know.

Used TCP/IP filtering from the network connection properties of the Win2k machine to restrict certain network access. And assign a common user with low administrative privilege (Guest) to the kiosk's user, or create a GPO that customized the desktopenvironment that hide or show only those applications that is allowed for the kiosk's user.

I'm planning to use GPO's to lock down the machine. They will be able to use Internet Explorer. How do I restrict that user to only 2 Internet websites?
