Limit bandwith to less than 1 Mbps on a CAT3750 ethernet port

Hello, i am currently deployed to Iraq and we have a satellite which provides our INternet for work, etc. The problem is our limited bandwidth. I have a Cisco Catalyst Switch 3750 and i need to be able to limit bandwidth to some of the people connected to it…while keeping some of the other ports use for work releated tasks to be able to download faster.
I have been reading a little bit on QoS and how to limit bandwitdth, but so far i can only bring it down to 1MB using the SRR-QUEUE command.
Any help on this is greatly appreciated.
