limited access in 98

I have a Win98 machine that ~2 weeks ago all of a sudden one day when I booted up would not let me in any of the control panel icons, I cannot change default web page, cannot get into Users.
How do I fix this??

The Problem commonly occurs in Win 98 system. It may be caused by any missing DLL or caused by any virus. Only option is to Re-install.

before win start press f8 and choose "Safe Mode"
When you're in the safe mode you can remove the program that prevent you from accessing control panel

Windows 98
Restart Windows in Safe mode. To do so, restart your computer, press and hold down the CTRL key after your computer completes the Power On Self Test (POST), and then choose Safe Mode from the Startup menu. For more information about Windows 98 startup, see the following article in the Microsoft Knowledge Base:

TITLE : No "Starting Windows 98" Message at Startup

Use Windows Explorer to remove the ShellIconCache file from the Windows folder.

NOTE: You need to be able to view hidden files to see the ShellIconCache file. To view hidden files in Windows 98, click Folder Options on the View menu in Windows Explorer, click the View tab, click Show All Files, and then click OK.
Restart your computer

If your 98 machine is not patched up to date, firewalled and got updated anti-virus, it is probably already full of viruses and other malware.
My recommended course of action.
Back up your documents. Format your hard drive. Reinstall windows. DO NOT connect to the internet without first installing zonealarm (free firewall software) which you could download with a different computer. Then connect to the internet, apply all available security patches. Purchase anti-virus software and ensure it is up to date. Do not open dodgy email attachments. Only install reputable software. Then enjoy happy trouble free computing!
