Limited or no connectivity message

I just re-installed XP Pro on a computer (deleted partition, formatted and installed XP)that had XP before. now I get a message that says Limited or no connectivity. I have updated the NIC, installed XP SP2 and its patch, I copied and paste the following regedit fix for XP SP2 ([HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\IPSec]
“AssumeUDPEncapsulationContextOnSendRule”=dword:00000002) and it did not work.
I changed from DHCP to the IP address of 192.168.1.2 with subnet mask 255.255.255.0 and than tried the IP address 192.168.2.2. still having the problem.
I also ran the netsh int ip reset resetlog.txt and flush dns commands. still nothing.

I first had the computer connected through a D-link switch. When I got the limited or no connectivity i plugged it directly into the cable modem however i was still getting the error message.

I have also formatted and reinstalled XP 3 times and I am still having this problem.

Does any one have a solution this very fustrating problem?
