Limited Snap-Ins for MMC

I wanted to create an MMC for WINS management on a 2000 server (not running WINS) but there was no WINS snap-in option – or DNS, or DHCP either. However, it did appear as an option on a 2000 Pro machine.
Surely you don’t need to have the service running locally to create the approriate MMC? Seems to defeat the object of remote management.
Any ideas as to how to increase the list of available snap-ins?
