Limited user change network settings?

I have a group of users who must be kept on as *Limited* users.
They are the reason spyware and viruses exist--these guys get
them all if they can install anything whatsoever. You know the
sort of user I mean. They are using Gateway 450SX4 laptops
with Win XP Pro SP2.
Unfortunately, they must travel as part of their job. We are not
on DHCP at work, and they stay at hotels with Internet access
that do use DHCP--sometimes using ethernet, sometimes using
wireless.
How can I give them access to change their network
connections, but otherwise keep them "Limited/Powerless" users
in all other respects? Putting them on "Network Operator" user
group gives them install privs. That is the LAST thing I want to
happen.

Use different boot options for when they are on the road or the office. When they are on the road the boot process will enable DHCP. I have not done this with WindowsXP, but it did work with NT.

I got all excited at first--I thought that this was the answer. Alas, this method
would mean jumping through hoops over getting to the "my documents" folder. I
didn't think about that. But thanks anyway : )

You can give rights to Network settings via GPOs using GPEdit.msc and set rights via User Configuration, Admin Templates, Network.

We're going to implement deep freeze--it seems like every answer we try just
presents another set of problems unto itself. I appreciate your taking the time to
offer a solution : )

sorry i'm not good with networking, but you can try security policies under admi tools, and try local policies
