You can limit what users can do with their PC's via Local Policies. I think the only way to prevent them from Hiding their task bar is by editing the registry, I am not certain of the entry. As far as IE, there is an IE Admin Toolkit available fordownload from Microsoft that would allow you to restrict what a user can change within the IE settings. There are always applications that will do the same thing for a price. Such as, apps that will act as a windows desktop. For example, Novell uses Novell App Launcher, NAL.

You can alter what the user sees by using group policies below is a link that will take you to the win 2k resource kit and you can find all the information you are looking for under windows 2000 group policy reference. This site is a great resource and will explain a lot about what you are look for. If you need further assistance please contact me.

With Security Policy Editor you can implement some restriction for windows or network. For IE you can free download IEAK Profile manager from Microsoft site (I think you need to make an agreement). With IEAK you can create yor own installation KIT for IE which can include custom restriction an also you have there many other options (security, design, etc).
