Limiting users access to Outlook Express

I am managing a lab with 1 W2K server and 24 W2K Pro clients. I upgraded to IE 6 and also wanted to uninstall Outlook Express 6. Outlook Express 6 is complicated to remove since there is no uninstall button from the add/remove programs. Microsoft suggests removing manually, but it is profile independant, so when a new users logs on, they have access to Outlook Express.

I was thinking of using Group Policies to limit their use with Outlook Express 6. Can this be done? Please email me if you have any idea to edentone@hotmail.com.
