Linking and Restricting Access to Spreadsheets / Workbooks

If any Excel gurus can help me with this it would be very much appreciated.

I'm trying to create access rights to a master workbook that would be updated regularly, and individual spreadsheets for users that link to this master workbook. It is mainly used for the user to be able to track his PTO's, and some financial information in terms of reimbursements. These files are hosted on a local exchange/w2k3 server and also access restricted to internet users by username/password.

The links to the master spreadsheet look like this ='[filename.xls]Worksheet'!cell

This works only if the user has read access to both his spreadsheet, and the master workbook (which isnt what I really want). How can I restrict access to the master worksheet only to me ( the administrator ) while allowing the users to link to it?

In addition this link will be put in a public folder in exchange for each user. So he/she can log into the web access portal and view this linked spreadsheet. (hopefully by with user restrictions, clicking on someone else's spreadsheet will be denied)

Any help/tips/suggestions/different solution would be appreciated.
