How can I link tasks across projects and how is it going to effect my resource utilization,schedule and cost of my Project.

Using MS Project 2000 you can put several projects into one master project file, each as a separate task, and link tasks across projects. You can also link a task to another task in another Project file, the Microsoft Knowledge Base article "How toCreate Task Dependencies Between Project Files (Q150757)" at http://support.microsoft.com explains this in detail.

Linking tasks often results in changes in resource usage, the time schedule and the cost of your project, this may be different in each case.

The method described above works.
However, some additional information:
In the individual projects [assuming that you confirmed updating these] the linked tasks of the other project(s) will show as gray bars.
A nice trick to hide these is to add the column Project and filter only the current project with auto-filter.
It is anyhow handy to add the column Project to a master project.
