Links Bar Missing in Explorer 6.x

At one time I had my personal links bar underneath the address bar. For some unknown reason the “bar” disappeared. However, I do have the list of links by clicking on the “links” at the end of the address bar. Links in the toolbar menu is checked so it should appear…but it doesn’t. I tried to download and reinstall a fresh version of Explorer but an error message tells me that I have a newer version and I can’t install another.
All suggestions greatfully received.
