Links Bar Missing in Explorer 6.x

At one time I had my personal links bar underneath the address bar. For some unknown reason the "bar" disappeared. However, I do have the list of links by clicking on the "links" at the end of the address bar. Links in the toolbar menu is checked so it should appear...but it doesn't. I tried to download and reinstall a fresh version of Explorer but an error message tells me that I have a newer version and I can't install another.
All suggestions greatfully received.

If you can see the Links at the end of the Address bar then it is visible. Unchecking this option will make the Links link disappear.

To move the Links toolbar right-click on the toolbars and then click on the Lock Toolbars option to clear the checkmark. Then drag the Links toolbar to your desired location (pull it all the way to the bottom of the toolbar area to make it a toolbar of its own. After you have it where you want it you can either lock the toolbars again or not.
